In connection with this letter, I have the honour to report that this appeal was argued before the Full Court on the 5th of October and judgment was given on the 11th instant, quashing the conviction appealed against.
The ground for this decision was that the Police Regulations, for a breach of which the defendant had been tried and convicted, were not duly proved. One of the objections taken, which eventually prevailed, was that it was not proved that the defendant had been guilty of a breach of any order or regulation framed in virtue of the provisions of Section XIII of Ordinance No. 1 of 1862. The appellant contended that there were no such regulations.
The Court, in its judgment, says: "The English book could not itself, however, have been received in evidence as the 'Rules and Regulations' contained therein..."
